Criteria for Certified Reclaimed Refrigerants
AB 663, which was enacted on October 1, 2025, serves to clarify and expand upon the State Bill (SB) 1206 by instituting precise guidelines for what constitutes a certified reclaimed refrigerant. Under this law, products deemed to be certified reclaimed are exempt from the limitations imposed by hydrofluorocarbon (HFC) global warming potential, provided several conditions are met.
Each cylinder must comprise a minimum of 85 percent reclaimed material by weight, be certified according to AHRI 700 standards, attain at least 99.5 percent purity, and must be processed by an EPA-Certified Reclaimer.
New Legislation Mandate
The newly enacted law also resolves any prior uncertainties regarding inventory status, clearly stipulating that any refrigerant stocks failing to adhere to these standards are now classified as non-compliant, irrespective of when they were purchased. This failure to comply may lead to substantial civil and criminal repercussions.
