A-Gas has introduced its PENGUIN™ Certified Reclaimed Refrigerants to align with recent amendments in California's regulatory landscape, specifically as defined in Assembly Bill (AB) 663.
This legislation, signed into law on October 1, 2025, modifies California’s State Bill (SB) 1206 by establishing robust criteria for certified reclaimed refrigerants used within the state. The new standards offer an exemption from hydrofluorocarbon (HFC) global warming potential restrictions, provided the refrigerants meet specific conditions.
PENGUIN™ Certified Reclaimed Refrigerants
According to AB 663, certified reclaimed refrigerants must comprise at least 85 percent reclaimed material by weight, adhere to AHRI 700 standards, attain a minimum purity level of 99.5 percent, and be processed by an EPA-Certified Reclaimer.
A-Gas commits to clarity by providing vital documentation for each PENGUIN™ Certified Reclaimed Refrigerant
This legislation also provides clarity on the status of existing stockpiles, categorizing refrigerants that fail to meet these standards as non-compliant, irrespective of their acquisition date. Such non-compliance may result in serious civil and criminal penalties.
A-Gas commits to transparency by providing essential documentation for each PENGUIN™ Certified Reclaimed Refrigerant. This includes a Certificate of Analysis to help distributors and contractors maintain comprehensive records, ensuring they meet regulatory requirements with confidence.
Regulatory and Environmental Commitments
Every cylinder of A-Gas PENGUIN™ refrigerant comes with proper labeling for traceability, guaranteeing that only authorized refrigerants are distributed and utilized in California. By adhering to these new regulations and offering high-purity, EPA-compliant refrigerants, A-Gas supports its partners and customers in achieving both their regulatory and environmental goals.
The organization remains proactive in adapting to legislative changes, thereby providing continuous value for HVACR wholesalers, contractors, and technicians.
