Utility incentives are a useful tool to drive sales of high-efficiency HVAC equipment, like heat pumps, by reducing upfront costs (rebates) for consumers. This increases demand, stimulates technological innovation by manufacturers, and provides higher-value projects for contractors, ultimately accelerating the shift to energy-efficient systems. To elaborate on this topic, we asked our Expert Panel Roundtable: How can utility incentives benefit the HVAC market?

For nearly five decades now, utility incentives have been a bridge between innovation and adoption in our industry. They don’t just make efficient systems more affordable; they help spark the demand that allows new technologies to catch on. Incentives encourage customers to take a closer look, and they give manufacturers, distributors, and contractors more confidence to invest in new technologies and transition to high-efficiency products. Over time, this dynamic has helped reshape the industry. Incentives help new technologies reach scale faster, reduce risk across the supply chain, and raise awareness about the long-term benefits of efficiency and electrification. Every major shift, from the early push toward high-efficiency furnaces to today’s move toward inverter-driven heat pumps, has been driven by programs that made early adoption practical and within reach. Strong utility programs and relationships will keep that progress going. The best programs don’t just lower first cost; they build change that last.

Since HVAC represents the largest share of energy consumption in buildings – both homes and businesses – utility incentive programs can deliver benefits to the HVAC industry, especially for those who actively engage with them. A well-designed Utility Program may be very impactful and effective to consumers and contractors. With different program designs, it’s critical to make them easy to use for distributors and contractors, such as having a dedicated Utilities team that can help navigate them. The challenge is that few dealers are fully aware of the incentives available in their market, and even when they are, many fail to use them to their full potential in closing projects. Here’s how and why utility incentives influence the market:

  • Lower upfront cost for consumers. Rebates or tax credits may help reduce the initial investment for high-efficiency HVAC systems (e.g., heat pumps, variable-speed systems), making them more attractive for replacements or upgrades.
  • Encouraging manufacturer innovation. To qualify for rebates, manufacturers design products that exceed standard efficiency metrics (SEER2, HSPF2, EER2). Those who align with these higher standards benefit from a broader range of qualifying equipment. Subject to program rules and independent verification.
  • Supporting decarbonization goals. Incentives promote high-efficiency or electrified systems, such as heat pumps, that help consumers and contractors work toward carbon reduction targets.
  • Raising the efficiency baseline. Over time, incentives help phase out inefficient models. Contractors aligned with higher-efficiency solutions may grow faster, as incentives reduce first costs of HVAC systems and shift the market toward lower lifecycle ownership costs.

At Samsung, our customers benefit from utility rebates that help offset the incremental cost of installing energy-efficient equipment. These rebates make advanced, high-efficiency technologies more attainable and support long-term energy savings. In addition to rebates, many utilities offer further assistance to help customers reduce operating costs. For example, utilities may provide free energy assessments to identify efficiency improvements. Some also extend financial support through low-interest loans or, in certain cases, 0% on-bill repayment programs, enabling projects to proceed without significant upfront investment.

Utility-funded energy efficiency programs are an important part of a utility’s long-term strategy to balance consumer bills and the need to build additional infrastructure. With U.S. electric demand anticipated to ramp up significantly in the coming years in response to the proliferation of AI technology, states and utilities can meet a portion of this demand through efficiency programs. According to the Alliance for an Energy Efficient Economy (AEEE), in 2022, electric and gas utilities allocated a combined $7.66 billion to support energy efficiency initiatives. Energy-efficient HVAC systems and water-heating equipment play a key role in this effort, helping reduce overall system demand and save consumers money over the lifetime of the product. Many states are increasingly focused on lowering utility bills and incentivizing consumers to replace older, less efficient heating and cooling equipment, creating long-term benefits for both consumers and the grid.
